Small amounts of plain cooked or raw broccoli are generally fine, but larger quantities can cause gas and mild GI irritation.
Broccoli contains isothiocyanates, compounds that can cause gastrointestinal irritation in larger amounts. In typical treat-sized portions this isn't a real concern, but broccoli shouldn't make up a large portion of a dog's diet regularly.
